Is it possible to locate an IP address on a map of the world?

Absolutely!

Simply go to IPFingerprints.com!

When you open a browser windo to this web site, your IP Address will be detected and a pin will be placed on your location.  You should get a screen like this:

Now, just replace the detected IP with any IP you are curious about, and the map will be adjusted to show the location of that IP.  We use this regularly to check on IP addresses that attempt to hack our Wiki Pages.  If there was only someone we could report them to!!
